Fully Government-Funded Medical Care Recipients : Eligible Persons, Definition
Eligible Persons Definition
Patriots and Independence Activists Individuals who actively resisted Japan’s annexation of Korea or participated in independence movements within or outside Korea between the period before Japan’s occupation and August 14, 1945, and who received the Order of Merit for National Foundation, the Presidential Medal, or the Presidential Commendation for their contributions.
War-Injured Veterans Military personnel or police officers who sustained injuries during combat or similar duties and were discharged or retired, whose degree of injury was determined as Grade 1–7 by a medical examination conducted by the Minister of Patriots and Veterans Affairs.

Civilian military employees who sustained injuries during combat or similar duties before December 31, 1959, and were discharged, and whose injury was classified as Grade 1–7 by the same medical authority.
Occupationally Injured Veterans Military personnel or police officers who sustained injuries (including occupational diseases) during education, training, or duty, and were discharged or retired, whose injury was determined as Grade 1–7 by the Minister of Patriots and Veterans Affairs.
April 19 Revolution Injury Recipients Individuals who participated in the April 19, 1960 Revolution and sustained injuries, with disabilities classified as Grade 1–7 according to medical examinations conducted by the Minister of Patriots and Veterans Affairs.
Occupationally Injured Public Officials Public officials defined under Article 2 of the State Public Officials Act and the Local Public Officials Act (excluding military and police officers) and other government or local government employees designated by Presidential Decree, who sustained injuries (including diseases) due to public duties and were retired, with disabilities classified as Grade 1–7 by medical examination of the Minister of Patriots and Veterans Affairs.
Those who made distinguished contributions to national development and, as a result, died or sustained injuries while serving These individuals were officially recognized as eligible persons by the Cabinet Council. (For injured persons, the degree of disability must correspond to Grade 1–7 as determined by the Minister of Patriots and Veterans Affairs.)
June 18 Freedom Injury Recipients Individuals who, as North Korean soldiers or military staff, became prisoners of war (POWs) of the Republic of Korea or UN forces between June 25, 1950, and July 23, 1953, and were later recognized as June 18 Freedom Injury Recipients by the Veterans Review Committee.
Disaster-related Injured Veterans Military, police, or firefighting officials who sustained injuries (including diseases) during non-combat duties or training not directly related to the defense, national security, or protection of citizens’ lives and property, and whose injuries were classified as Grade 1–7 by medical examination conducted by the Minister of Patriots and Veterans Affairs.
Disaster-related Injured Veterans Public officials (excluding military and police) as defined under the State Public Officials Act and the Local Public Officials Act, and government or local government employees designated by Presidential Decree, who sustained injuries (including diseases) during duties or training not directly related to protecting citizens’ lives or property, and whose disabilities were classified as Grade 1–7 by the Minister of Patriots and Veterans Affairs.
Lightly Injured Discharged Soldiers Military personnel injured in combat, occupational, or disaster-related incidents who were medically classified as “non-graded” (below Grade 7).
Gwangju Democratization Merit Recipients Individuals who sustained injuries or developed illnesses due to participation in the May 18 Democratization Movement, and who were determined to have a disability grade between 1 and 14 under the Act on Compensation for Persons Related to the May 18 Democratization Movement.
Special Mission Injury Recipients Individuals who sustained injuries or illnesses while performing or training for special missions, whose degree of disability was classified as an eligible grade under Article 6-4 of the Act on the Honorable Treatment and Support of Persons of Distinguished Service to the State.
