Eligible Persons Definition
Patriots and Independence Activists Persons who resisted Japan’s annexation of Korea or participated in the independence movement from before Japan’s usurpation of national sovereignty until August 14, 1945, either domestically or abroad, and who received the Order of Merit for National Foundation, the Presidential Citation, or other official honors for their contributions.
War-Injured Veterans Military personnel or police officers who sustained injuries during combat or similar duties and were discharged or retired, whose degree of injury was determined as Grade 1–7 by a medical examination conducted by the Minister of Patriots and Veterans Affairs.
Civilian military employees who sustained injuries during combat or similar duties before December 31, 1959, and were discharged, and whose injury was classified as Grade 1–7 by the same medical authority.
Occupationally Injured Veterans Military personnel or police officers who sustained injuries (including occupational diseases) during education, training, or duty, and were discharged or retired, whose injury was determined as Grade 1–7 by the Minister of Patriots and Veterans Affairs.
4·19 Injured Merit Recipients Individuals who participated in the April 19, 1960 Revolution and sustained injuries, with disabilities classified as Grade 1–7 according to medical examinations conducted by the Minister of Patriots and Veterans Affairs.
Occupationally Injured Public Officials Public officials defined under Article 2 of the State Public Officials Act and the Local Public Officials Act (excluding military and police officers) and other government or local government employees designated by Presidential Decree, who sustained injuries (including diseases) due to public duties and were retired, with disabilities classified as Grade 1–7 by medical examination of the Minister of Patriots and Veterans Affairs.
Special Contributors to National Development Persons who made significant contributions to the development of the nation and either died in the line of duty, were injured, or were recognized for merit, as approved by the State Council under the Act. Injured individuals must have been rated Grade 1–7 by the Minister of Patriots and Veterans Affairs.
6·18 Freedom Fighters Former North Korean soldiers or military workers captured by ROK or UN forces during the Korean War (June 25, 1950 – July 23, 1953) and officially recognized as 6·18 Freedom Meritorious Persons by the Veterans Review Committee. became prisoners of war (POWs) of the Republic of Korea or UN forces between June 25, 1950, and July 23, 1953, and were later recognized as June 18 Freedom Injury Recipients by the Veterans Review Committee.
Disaster-related Injured Veterans Military, police, or firefighting officials who sustained injuries (including diseases) during non-combat duties or training not directly related to the defense, national security, or protection of citizens’ lives and property, and whose injuries were classified as Grade 1–7 by medical examination conducted by the Minister of Patriots and Veterans Affairs.
Public Officials Injured in Non-Security-Related Duties Civil servants under the State or Local Public Officials Act (excluding soldiers and police officers) or equivalent personnel as defined by Presidential Decree, who sustained injuries (including illnesses) during official or training duties unrelated to national defense or public safety, retired, and were rated Grade 1–7 by the Minister of Patriots and Veterans Affairs.
Lightly Injured Discharged Soldiers Military personnel injured in combat, occupational, or disaster-related incidents who were medically classified as “non-graded” (below Grade 7).
Gwangju Democratization Merit Recipients Persons injured or who developed illnesses related to the May 18 Gwangju Democratization Movement, officially compensated and rated as Grade 1–14 under the Act on Compensation for Participants in the May 18 Democratization Movement.
Special Mission Injury Recipients Individuals who sustained injuries or illnesses while performing or training for special missions, whose degree of disability was classified as an eligible grade under Article 6-4 of the Act on the Honorable Treatment and Support of Persons of Distinguished Service to the State.
  • For applicants registered on or after July 1, 2012 and rated as Grade 7 (National Compensation Reform Group), all treatment for injury-related conditions is fully government-funded, while treatment for unrelated conditions requires a 10% copayment.
  • For applicants registered on or after June 23, 2016, those with mild Agent Orange aftereffects (including second-generation cases), 5·18 merit recipients rated Grades 12–14, and Special Mission merit recipients rated Grade 7 receive full coverage for injury-related treatment but must pay 20% of costs for treatment of unrelated conditions.
