Emergency Commissioned Treatment

Overview of Emergency Consignment

This system allows patients who experience an unexpected accident or a life-threatening emergency that could result in serious complications without immediate treatment to receive emergency medical care at any medical institution authorized under Article 3 of the Medical Service Act. After receiving treatment, eligible patients may apply for reimbursement of medical expenses.

Eligible Persons for Emergency Consignment: Patients eligible for government-funded medical support.

Application Procedure for Emergency Treatment

Unless there are unavoidable circumstances, the patient or guardian must notify the relevant local Veterans Affairs Office (Bohun-ji-cheong) within 14 days from the date of admission to the emergency room. If hospitalization is expected to exceed 14 days, an extension request must be submitted within that period to the same office.

Scope of Medical Expense Support

Medical expenses for emergency treatment covered under the National Health Insurance Act, including both insured services and legally defined non-insured services.

Items Excluded from Support
  • Medical expenses not related to emergency treatment.
  • Non-reimbursable medical expenses not defined by the National Health Insurance Standards for Benefits and Reimbursements
  • All donor-related costs arising from organ-transplant surgery.
  • Differences in room charges for higher-grade rooms (covered only up to 7 days from admission when standard rooms are unavailable; special rooms excluded).
  • Certain non-covered items under Article 9(1) of the Health Insurance Benefit Criteria Regulations
  • Costs for dental prosthetic materials, assistive devices, certificate-issuance fees, nursing-care charges, telephone fees, and medical supplies or equipment purchased outside licensed medical institutions or pharmacies.

Exceptions for Higher-Grade Room Charges (Excluding VIP Rooms)

  • When the higher-grade room is used for sterile or isolation treatment.
  • When no general rooms are available, higher-grade room fees for up to 7 days from the first day of admission may be reimbursed.

Medical Expense Reimbursement Procedure

After the individual has first paid the medical institution or pharmacy, they must prepare the required documents — such as the Detailed Statement of Medical Expenses, Payment Receipt (including pharmacy medication costs), Emergency Room Initial Medical Record, and Certificate of Use of a Higher-Class Ward (if applicable) — and submit a reimbursement application to the relevant Veterans Affairs Office.
